I don't have (more) info about this.
IMHO it's a stabil form and sometimes the cran/web/packages/foo
structure changes or they plan change it.

I have a better idea: should set the WWW in Mk/Uses/cran.mk (with ?= if
maintainer wants overwrite the default WWW) to
https://cran.r-project.org/package=${PORTNAME} :)
