I'm not sure why upstream hasn't cut a new 2.6 release with these fixes. If people find that net/kea fails to build in their environment, try the -devel port while submitting a PR. It's likely the fix is already in the 2.7 branch. Also note that the 2.7 development branch is not their mainline.
