While the particular version wouldn't necessarily bear on this, it
does sound like an issue fixed a while back in ctwm.  In at a glance
at the code, tvtwm seems to be similar to the pre-existing code
(probably goes all the way back to twm).

Since the FF popup windows are completely separate X windows, not
children of the main FF window, the old code refocus up to the root on
the way to the popup, which FF noticed and decided meant you were done
with the popup...
