Can you elaborate why new ports are a problem on /quarterly? POLA only
applies to existing ports, before merge a new port has no expectation.
For -devel ports stable versions don't exist, so every update contains
bugfixes. For comparison, src/ allows to MFC new features.

This fixes lack of GUI for realesrgan-ncnn-vulkan. This fixes a request
