Reset maintainer for my R-cran ports

graphics/R-cran-qcc
math/R-cran-BsMD
math/R-cran-Rsolnp
math/R-cran-combinat
math/R-cran-conf.design
math/R-cran-nortest
math/R-cran-qualityTools
math/R-cran-scatterplot3d
math/R-cran-truncnorm
These were not at all difficult to maintain but I may not be
able to keep an eye on them in the near future.
