    Website: Fix HTML validation errors
    
    Replace h3 with p in footer.html to stop HTML validation errors
    about skipped heading levels on every page. Add the styles that
    h3 previously inherited from the browser (font-weight, line-height,
    padding) to .column-title in main.css so the footer looks unchanged.
