No, but users can add ABI=3DFreeBSD:15:$(uname -p) either to their pkg.conf or their environment to force FreeBSD 16 to use FreeBSD 15 packages until FreeBSD 16 packages become available. This should work as long as FreeBSD 15 and 16 don't diverge too much. Once that happens, the trick will continue to work provided the kernel has COMPAT_FREEBSD15 enabled and misc/compat15x is installed.
