For future readers: that's ZFS_SERIAL_MOUNT  (not MOUNT_SERIAL, which I spent a
while fruitlessly trying to find ;).  It's not a 1/0, it's just a present/not. 
It _does_ seem to work around things, but apparently you can't set it in
$zfs_env in rc.conf; have to hand-edit it into the rc.d/zfs script.  But doing
so does work around it.
