Since upgrading to 12.0, I've been hitting this deadlock from at least two zfs
test suite tests (zfs_rename_test:zfs_rename_007_pos and
history_test:history_002_pos) where zvols get renamed.

Curiously, these these test have not deadlocked when executed independently,
but only when executed via our CI infrastructure. These tests have not been a
problem heretofore. 

I can provide detailed back traces if its of interest.
