	hello Roger.  I figured out the magic phrase to put in /etc/make.conf to force the system
to use python-3.9; it's:
DEFAULT_VERSIONS+=python=3.8

Unfortunately, that doesn't fix the issue.  So, there is something definitely strange about my
ports environment that isn't obvious to me.  I'll investigate further and see if I can find the
underlying problem.
