Shipped empty is extremly valuable, it is why we have /etc/defaults/rc.conf
and ship without an /etc/rc.conf.  It would be nice to have similiar
functionality for all of this.

The feature is there for the system administrators to use, not for
the developers to use to implement policies rather than methods.
