Add missing header. The test for VLAN_CAPABILITIES later in the file
doesn't make sense without it.
r222085:
- Enable per-channel congestion notification.
- Enable PCIe relaxed ordering for all egress queues and rx data buffers.

Simplify t4_os_find_pci_capability.
