Hello Greg,
This wasn't quite an oversight by emacs@ (Ashish and me). There was
some discussion about this on emacs-devel@ before the 26.2 release,
there is a PR [1] (albeit a bit old), and the upcoming Emacs release,
which we are preparing for [2], will deprecate Imagemagick usage
altogether. In any case, some discussion would be appreciated, or even
better, we welcome new members to emacs at .

P.S. Thank you for writing [3] up. Our university switched to Microsoft
for mail, and this is still a problem/feature.
