Where is "fails to build now"? That bug is about runtime failure.
I did test confirm all consumers built fine before landing.

https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=230764 is the cause.
evutil_secure_rng_add_bytes shouldn't have been exposed on FreeBSD 12.0.
And it wouldn't be if delphij@ replaced his hack with upstream fix.
