My memory failed me since CVS days as I was sure only repository admin may do repo copy.
So I decided there are too many differences in files and no enough significance in the software for bothering people.
Now I've reread https://www.freebsd.org/doc/en_US.ISO8859-1/articles/committers-guide/ports.html
that says "a repo copy can be done by any committer", so I stand corrected.
