I just deprecated everything. I am hoping that anything that builds fine without GeoIP will have the hard dependency (and the DEPRECATION) removed. Please, by all means, do so for bro etc.!

GEOIP options have been removed from all ports (see a few commits before this one). If I missed something please let me know (or remove it!).
