Yes, it is a newer version.

The old port is stable, mature and very functionally different (the old
one is a big GUI mono port with java dependency VS new one splitted to
command line only and graphics UI with java dependency ports; the old
port bandles all needed infrastructure in binary form VS new port uses
existing ports to run-time use, ex. avr-gcc, avr-binutild, avrdude,
etc.; several new ports have been created for the sake of the new
port).

When the new port stabilises the old one may be removed.

So maintainers (of the old port and the new one) decided that that's the
best plan.
