@ is usually added in normal text (like, "hey az@, check this out"),
for commit tags (e.g. "Submitted/Reviewed by" both forms are fine
and mean the same thing.

Ergo, using foreign login names in commit tags is discouraged (a mild
form of saying "should not be allowed").
