I do not think that is a good idea. You cannot force people to use XX addresses.
Sometimes you work for a company and then you are (forced?) to leave. You
can easily forget to update some MAINTAINER address. Yes it's a pity to have
bouncing emails and people where possible should update the maintainer address
when it changes.. 

In addition I think it will scare away possible maintainers because they cannot use their
normal address, or preferred address...

We could however document the fact that in case you email address changes you are
encouraged to update your email address as well. Yes it should be common but well
it doesn't hurt either.
