I realize I'm a bit late in noticing this, but does it really make sense for
this user to have a home directory under /etc/ ?  I would think that somewhere
under /var/ would generally make sense; having a home directory under /etc/
seems liable to cause problems for people who treat it as a configuration
directory and manage it with appropriate tools.
