I put the distfile in ~/public_distfiles at around 6PM UTC yesterday and changed LOCAL to people.freebsd.org at 9AM today because this distfile wasn't available (now it seems it is).

So it was around 17 hours. It should probably be documented in the handbook that the distfile won't be available instantly after putting it to freefall.
