Ports are only marked as BROKEN=unfetchable when they have been for a
period of six months. This is really not what can be called
intermittent.

Also, right now, it is unfetchable:

$ make distclean checksum MASTER_SITE_BACKUP= IGNORE_MASTER_SITE_LOCAL= NO_IGNORE=
===>  Cleaning for openjdk8-8.232.09.1_1
===>  Cleaning for Jmol-14.30.1

===> License LGPL21 accepted by the user
===>   Jmol-14.30.1 depends on file: /usr/local/sbin/pkg - found
=> Jmol-14.30.1-full.tar.gz doesn't seem to exist in /home/mat/work/freebsd/distfiles/.
=> Attempting to fetch https://downloads.sourceforge.net/project/jmol/Jmol/Version%2014.30/Jmol%2014.30.1/Jmol-14.30.1-full.tar.gz
Jmol-14.30.1-full.tar.gz                               127 MB 4223 kBps    31s
=> selfSignedCertificate.cer doesn't seem to exist in /home/mat/work/freebsd/distfiles/.

fetch: http://jmol.svn.sourceforge.net/viewvc/jmol/trunk/Jmol/selfSignedCertificate/selfSignedCertificate.cer: Not Found
=> Couldn't fetch it - please try to retrieve this
=> port manually into /home/mat/work/freebsd/distfiles/ and try again.
*** Error code 1

Stop.
make: stopped in /home/mat/work/freebsd/ports/science/jmol

So, either really fix it, or put back the BROKEN line.
