AFAIK, the problem is not solely on the googleapis-common-protos-types side.
It's a combination of both ports where no single version satisfies
google-protobuf ~> 3.11 and ~> 3.8.0 (gitaly/gitlab-ce) at the same time.

I'll prepare a patch for you to do runtime testing later.
