Hi.

We should have just one source of truth for this.

Committers guide:
"Build, runtime or packaging fixes, if the quarterly branch version is currently
broken." [1]

Wiki:
"Build, run, packaging, or other bug fixes" [2]

If we have bugfix blanket, well, we will have a lot of commits to the quarterly
branch.

Please, let this more clear for us.
