Actually, POWER is actively develeped.

There is POWER9 (released in 2017) and POWER10 is coming in next year. There is a renewed interest in POWER platform with Raptor's boards that people use for desktops.

There are also plans for POWER10-based laptop, so POWER is far from being dead.
