It's certainly not, are you confusing it with gtk12? ;-)

I've thought Webkit support is optional; gtk20 flavor could just be
offered without this, admittedly useless, option.

Most of my desktop software stack is gtk20-based, it's a very popular
toolkit and I see no reasons for it to go.  It's very stable and asks
for very little maintenance.  If gnome@, you, or whoever does not want
to maintain it, I'll gladly pick it up.
