Another reason to make sure the rename happens before 2019Q1 are MFHs.
Subversion doesn't handle merges well if the affected files or
directories are named differently. As merges in subdirectories are
not allowed by pre-commit hook (to avoid svn:mergeinfo mess) MFHs
would require "svn mv" before and after which would have to be done
manually i.e., not handled by Tools/scripts/mfh.
