Hi Don,

As far as I know, there cannot be incomplete records. It should contain at least some
data and open and ending tags appropriately. The body could consist of something like:
<p>currently embargoed</p> but that is a bit silly. If something is currently under
embargo, then it does not make sense to already mention it on VuXML if there is no fix
or information available as to "what" is vulnerable.

People will not understand an empty warning in my experience.

PErhaps we need to writeup something about that.

p.s. In my history I do not believe to have ever seen a placeholder record (my history = ~13 years).
