Absolutely false.  You don't need fortune to build fortune data files. 
I've already proven that.  You can't possible state that's not true. 
Only strfile is needed.  We're talking about a specific case, not a 
general one.

I understand you are trying to justify rash behavior at this point but 
I'm not going let misinformation pass by.
