No worries and no apology necessary.  It's always the job of the writer
to make themselves understood to the reader, rather than the other way
round.

As in: The directory ${LOCALBASE}/${PGUSER} will be created when the
${PGUSER} user account is generated?  Yes, in principle, except that the
home directory in ${PORTSDIR}/UIDs for pgsql is fixed to
/usr/local/pgsql and doesn't take account of changes to ${LOCALBASE}
[*].  Not a problem with 9.6 or above given the switch to
/var/db/postgres, but still a problem for 9.5 and below.

[*] There's some 44 uids in UIDs with a home directory under /usr/local
for whom this could be a problem.
