I'd rather wait until you get an official answer. They're lagging
behind, see http://directory.fsf.org/wiki/PostgreSQL#tab=Details, where
they state that the license is X11 / BSD.

Oh, I thought templates was what Templates was for. Where should I put
LICENSE_FILE?
