ACLs and pax, tar, cpio, dump: Extensions?

The tar, cpio, and other backup utilities should backup ACLs, too.

The archive formats need to be extended for that purpose.
AFAIK the POSIX Draft Standard 17 doesn't include definitions how to extend the
archive formats. Is there a extension `standard'?
Portability of these archives among ACL aware UNIXes seems important...
