Not sure if you really mean "CC" here, because it doesn't make sense. CC is
always defined and not empty. If you mean USE_{CC,GCC}, then it wouldn't
work, since port makefile overrides whatever user puts in make.conf.

If I'm misunderstanding something, please explain how do you imagine things
should/could work.
