That's hard to know.  Legally, once you get into the 90-95% range, you
most likely have a whole new work (it depends, since once you get to
that point, most of the code likely is insignficant or dictated by
externalities, which isn't covered).  If it is < 50%, then definitely
you need something.  Between these two ends is a judgement call.  Is
there any creative part to what you've included?  If so, then include
the license.
