Error Building libglut

Once upon a time I posted a problem.  I only just now found the 
solution.  Defining CONFIGURE_ARGS+=  --with-expat=/usr/local seemed to 
do the trick.  For some reason configure doesn't define this relative to 
$PREFIX.
