can't work function keys on xorg-7.4 + twm

With the help of FreeBSD-users-jp at jp.FreeBSD.org, I now can use the
function keys as they were.

I need
  Option "AllowEmptyInput" "off"
in ServerLayout section in xorg.conf, and hald support.
