Can you give more information?  I'd like to have a look at Xorg.0.log
when moused is started by devd and manually.  In the meantime, I think
you can set this in /etc/rc.conf, I reckon Xorg will autodetect the USB
mouse:

    moused_nondefault_enable="NO"
