(uname -a says "-STABLE" but cvsup specified "RELENG_7")

The "accf_http_load" sysctl variable is set =NO at boot.  The prevents Apache and other httpds from being able to start.  Stdout and dmesgs are not helpful (cannot start, segfault, signal 11, cannot bind to port 80, ...), and an exhaustive search is required to find that "accf_http_load=YES" must be added to /boot/loader.conf to allow a webserver to run.

Can't believe this got past QA.
