web builds now much more frequent

Hey,

I noticed some time ago that the "new" www.FreeBSD.org is much faster
and actually do a WEB_ONLY, ENGLISH_ONLY build pretty quickly, so at
least as a test, I bumped the number of builds up to 2 an hour (:23
and :53).

Please let me know if there are any problems.

PS, yes I have intentionally not updated the internal/about.html page
yet since I want to see if this cause any problems first.
