The first time I submitted my PR the captcha said I didn't enter it correctly.  I'm  sure I did.  Cut & paste everything to a new form with a different code and worked, so seems to be intermittent.

Page had been sitting around for an hour or so - captcha expiry?

Also, there's a bunch of annoying blank spaces in all the textareas on http://www.freebsd.org/send-pr.html
