Indeed, fixed.  (will be online with next rebuild).

This has actually been there for a long time (at least a year or so
AFAIR).

In theory yes, but we have spam filtering there which works OK.  In
the past we have had big problems with abuse of the web send-pr form,
which is why the image verification was added.
