Search engine working less than optimal

... at leat, it to not index the FAQ very well. For example the query

http://www.freebsd.org/cgi/search.cgi?words=system+and+latest+and+-STABLE&max=25&source=www

yields nothing, although those words are a FAQ headline 
(http://www.freebsd.org/doc/en_US.ISO8859-1/books/faq/admin.html#RELEASE-CANDIDATE).
