kern/165966: [ath] ath0: device timeout on SMP machines due to race conditions

This bug is pretty annoying btw, I'd really appreciate some thoughts
on how to fix it.

i'd like to eventually eliminate all the device timeouts and actually
_have_ device timeouts be legitimate - ie, that the device couldn't
transmit.

Grumble, SMP, grumble, preemption, grumble.
