[net80211] support vendor bitmap entries; teach if_ath to export PHY error code in error frames

That stuff is due to slightly incorrect handling of things when doing 802.11n.

I'll eventually fix that stuff up; I just have higher priority things
to fix (that cause kernel panics..)
