I don't know an exact pr number, but I think it was just this addition to the quirks file:

# diff /usr/releng_7_1/src/sys/dev/usb/usb_quirks.c /usr/releng_7_3/src/sys/dev/usb/quirk/usb_quirk.c | grep CYBERPOWER

This quirk exists in 8.1 also.
