NetBSD uses the strings if the device does not have a working string
descriptor (which is determined by a quirk or by the device not
supplying a string).  The string only has a cosmetic purpose.
The string table is only emitted if USBVERBOSE is in effect.

It's really a waste to have all the strings present in the table
since many devices do have working string descriptors.  I've considered
having some extra mark in usbdevs on devices that have working string
descriptors, thereby avoiding putting them in the table.
