I'm running 11-CURRENT r283640 and was trying to restart consul running in a
jail, but it won't die. ps shows:

0.00% consul
procstat shows:
% sudo procstat -k 4992

I can leave the process running for a while if debugging is needed. Is this a
thread issue? If not, any ideas on what might be causing the issue would be
appreciated.
