Installation failure

I tried to to install today CURRENT, built on today stable/10, into DESTDIR.
What I get with almost default settings, is
===> etc/tests (install)
===> etc/tests/rc.d (install)
install -CS -o root  -g wheel -m 555  routing_test  /usr/home/kostik/build/bsd/DEV/netboot/sandy-amd64/usr/tests/etc/rc.d/routing_test
install: /usr/home/kostik/build/bsd/DEV/netboot/sandy-amd64/usr/tests/etc/rc.d/routing_test: No such file or directory
*** Error code 71

Stop.
make[7]: stopped in /usr/home/kostik/work/build/bsd/DEV/src/etc/tests/rc.d
*** Error code 1

make installworld WITHOUT_TESTS=yes works.
