update tcl port from 8.6.4 to 8.6.6? (MY BAD)

Hey there, it would have been nice if I’d done a “portsnap update” before bothering you.  I see that ports are on 8.6.6.  Sorry to have bothered you.  Thanks for your support of Tcl.  -karl
