Strange 'hangs' with RELENG_9

You can do that via loader.conf or sysctl.conf.  The first option should be more
reliable.

What you see can mean two things (at least that's what I can think of):
- problems/quirks with HPET hardware on your system
- problems with IPI forwarding of time ticks between CPUs

Maybe there would be additional requests for debugging info if you are
interested in pursuing this further and are able to provide the info.
